A vehicle sale or transfer needs a Special POA — and the Mulkiya.

The RTA expects a Special POA that names the vehicle and the specific acts; a general POA is generally accepted only where your agent is an immediate family member. You provide the vehicle registration card (Mulkiya), and the document is prepared with a certified Arabic translation the way the RTA expects.
